ChatGPT Ads in Malaysia: cost, rules and how to start

OpenAI announced ChatGPT Ads for Malaysia on 23 September 2026. The RM5.50 daily minimum, who OpenAI turns away, and how it compares to Google and Meta ads.

A homeowner in Subang Jaya asks ChatGPT how often a wall-mounted aircon needs servicing in this humidity. The answer comes back, and under it sits a small box marked as an ad: a servicing company's name, a short headline, a photo and a link. Since OpenAI's announcement on 23 September 2026, that box can belong to a Malaysian business.

That day OpenAI said ChatGPT Ads were starting to roll out in Malaysia, Indonesia, the Philippines, Singapore, Thailand, Vietnam and Taiwan, with self-serve buying open from the start. It is very new, and nearly everything written about it so far is aimed at American advertisers.

This is the Malaysian version. The rules and mechanics below come from OpenAI's own ad policy and help pages; figures from press reports or US guides are marked as such. Everything was checked on 1 October 2026.

What a ChatGPT ad is

A ChatGPT ad is a labelled unit at the bottom of an answer. It carries your business name and logo, a short headline, a line of description, an image and a link to a page on your website. Tap it and the customer lands on that page.

OpenAI says the ads are kept separate from the answers and do not change what ChatGPT recommends. It also says advertisers do not see anyone's conversations. What you get back are totals: views, clicks, spend and conversions.

Not everyone sees ads. They go to adults on the free plan and on Go, ChatGPT's low-cost paid plan. People paying for Plus, Pro, Business or Enterprise see none, accounts under 18 see none, and ads are kept out of sensitive conversations such as mental and personal health. Press reports at launch also said users can switch ads off in exchange for lower message limits. Campaigns can run in the Android and iOS apps, on mobile web and on desktop web.

How ChatGPT picks which ad to show

There are no keywords to bid on, which is the first thing Google Ads users trip over.

Instead, you write context hints: plain phrases describing the conversations your offer fits. An aircon servicing company might write "homeowner asking how often to service an aircon" or "aircon leaking water or not cold". ChatGPT reads those hints alongside the conversation, your headline, your description and your landing page (the web page the ad opens), then decides whether your ad is relevant at all. If the user has ad personalisation switched on, OpenAI says signals from their wider ChatGPT use can count too. Its help pages are clear that a hint does not guarantee your ad will show.

When several ads fit the same chat, they go to auction. OpenAI calls it a relevance-weighted, second-price auction. In plain words: the best fit can win with a lower bid, and the winner pays just enough to beat the next ad, not its full bid.

Your landing page carries more weight than most owners expect. The system reads it to judge relevance, and OpenAI reviews every ad and the page it links to against its policy before the ad can run. A homepage that says nothing about the service in the ad will hold you back twice.

The biggest practical difference is the moment you reach someone. A person typing "aircon service Subang" into Google wants a technician today. A person asking ChatGPT about servicing is often a step earlier, still working out what they need. That stage has value, but it is a different job, and it is why we would not tell a business that needs calls this week to start on ChatGPT.

Location is the catch for a shop that serves one area. Every campaign targets by country. OpenAI documents state, city and postcode targeting for the US and says the options vary by country, and as of 1 October 2026 we have not confirmed what Malaysian accounts get. If country-wide is all there is, a furniture shop in Puchong will pay for some clicks from Penang. Check the location options in your account before you spend a ringgit. Customer-list targeting is out of reach for most small firms as well: OpenAI needs 25,000 matched users before it will target an uploaded list (lists used only to exclude people can be smaller).

Facebook and Instagram are where many Malaysian SMEs already advertise, so this is the comparison plenty of owners actually care about.

Meta finds people who were not looking yet and shows them something worth stopping for, which suits anything visual: a cafe's new menu, a furniture shop's showroom. ChatGPT reaches people who are already asking about a problem, so the ad has to answer that problem. Meta also has years of Malaysian results behind it, and it lets a Puchong shop target a few kilometres around its door. ChatGPT has no Malaysian track record yet, and local targeting here is unconfirmed. If Facebook or Instagram already bring you enquiries at a price you like, keep them running and treat ChatGPT as a small, separate test.

Who can advertise from Malaysia

The business that advertises and pays must be a legal entity in a country where Ads Manager is available, and Malaysia is on that list.

What you sell matters more. OpenAI's ad policy, last updated on 10 September 2026, currently focuses on household and consumer goods, local services, travel and entertainment, and digital products and education. In Malaysia it generally refuses health and financial services, and it refuses legal services. Gambling, alcohol, dating, political ads, and ads for a specific job or a specific property for rent or sale are refused everywhere.

For a Klang Valley business, that sorts out like this:

  • Can apply today: a cafe, an aircon servicing company, a tuition centre, a furniture shop, a hotel or travel agency, an online course.
  • Generally refused here for now: a dental or aesthetic clinic, an insurance agent. Refused for now: a law firm.
  • Refused outright: an ad for one condo unit.

That last rule hits our own property site, trxklccproperty.com. Its listings are single condo rentals and sales, so none of them can run on ChatGPT. The policy does allow an ad that links to a listings platform, as long as neither the ad nor the page it opens names a specific unit.

ChatGPT Ads pricing in Malaysia

The spend goes to OpenAI and is billed in ringgit if you choose MYR when the account is created. Choose carefully: country, currency and time zone cannot be changed afterwards.

The minimum daily budget for a ringgit account is RM5.50. You are billed per 1,000 views or per click. A conversions goal tells the system to chase enquiries, but the bill stays per click or per view; you never pay per conversion.

Watch the budget type. A daily budget is an average over the week, and a single day can spend up to twice the daily figure. A campaign-total budget is the stricter control, and it is the one we set for a first test.

What a click costs in Malaysia is unknown. We have found no published Malaysian figures, which is not surprising for a market this young. US guides suggest a starting maximum bid of US$3 to US$5 a click. For comparison, our own Google Ads campaign for trxklccproperty.com bids RM3 and has averaged about RM3 a click since mid-September 2026. A US-level bid would be several times our Google bid, and a click that dear has to bring a better enquiry to pay its way.

How to start, step by step

  1. Check your business and landing page against OpenAI's ad policy before anything else. If you sell a health, financial or legal service, stop here for now.
  2. Set up an Ads Manager account in your business's name (we can do this with you), with Malaysia, MYR and Malaysia time (GMT+8).
  3. Add your registered business name, logo and a payment method, and finish any verification OpenAI asks for. Some new accounts can only advertise in their home country at first, which is fine for a Malaysian business.
  4. Add OpenAI's measurement pixel to your site. It is a small piece of tracking code your web person (or we) installs, and it should record a lead each time someone taps WhatsApp, taps your phone number or sends a form. Page views are not leads.
  5. Build one campaign: one service, a campaign-total budget, an end date, two or three ad versions, and context hints taken from the questions customers already ask you on WhatsApp and the phone.
  6. Judge it after 30 days on one number: what each real enquiry cost.
